I wouldn't have the presence of mind to hold the phone, draw my weapon, fire and then grab my phone from where ever it fell to film the aftermath.
My explanation since I know he had a phone is that he was filming with two devices.

I believe the flannelettes had parked their car crossways to the street to pull forward if the officers tried to go around and reversed if they tried to go behind her. She allowed the other cars to pass but not the officers. This was shown in other cell phone video taken prior to the officers getting out.
