For the foreseeable future, the best chance the GOP has is not to convert those voters but rather to hope that they don't vote.

Absolutely. It's what they do....it's all they have. When your ENTIRE party platform is built on having a cause and victim for which to fight you ALWAYS have to have a cause and victim...even if you have to manufacture one.
Perhaps the clearest example of this is the "fight" over the last 5 years or so for "transgender rights." It is incredibly fricking absurd to any reasonable person that a male can declare himself a "female" (or vice-versa) SOLELY based upon their subjective belief. But why did the transgender movement come about all of a sudden?
That's because in 2013 gay people achieved the goal for which they had been fighting for decades. The right to marry. At first there was immense joy. Then the Dems looked around and said "shite! We won. WTF do we do now? We need a new "fight". More importantly, a new "victim". Where do we go from here?" --- Enter the fight for transgenders.
Even today transgenders make up a miniscule % of the US population. And there is no crisis of discrimination against them. But you wouldn't know that listening to the Dems and MSM. They needed a new "victim" and new "crisis." So they manufactured it.
Being a "progressive" means always having to "progress". Therefore, if things are good (and despite what the media tells you, we are living in the most peaceful time in human existence) progressives lose their identity. The MUST have a "wrong" to right. A "victim" for whom to fight. Otherwise, their existence is meaningless

I hope a significant number of the cops in inner cities who have been impacted by the absurd “defund” movement give the Dems a big middle finger and find better jobs serving and protecting people who appreciate them.

It points out the complete fraud, disconnect and downright hypocrisy of white liberals. They LOVE to virtue signal their "support" for black people...by posting on social media from their gated communities and neighborhoods 97% comprised of upper to upper middle class white people. But they have absolutely no fricking clue that the lack of police hurts black people FAR more than it "helps". In an upper class white neighborhood it is unlikely one of your neighbors down the street might be involved in crime or gang activities. It's unlikely a gang-related shootout will ever occur in your neighborhood. But what about the good people in some predominantly black neighborhoods where those things aren't all that uncommon? Who is going to protect them other than themselves...with preemptive or retaliatory violence?

That one sentence represents the complete 180 degree turnaround from just last summer. It was Republicans saying that the Democrat's "refund the police" message would inevitably result in a surge of violent crime and was a horrible idea. Well, what do ya know? We were fricking right.
And of course the NYT won't bear any responsibility in pushing the ACAB propaganda and appear to not give a single frick that this administration is doing the exact opposite of what they campaigned on and what the progressive movement wanted. They're just shilling for Biden as usual and not one of countless other media outlets will stop and say, "Hey, wait a minute. Weren't we all in the streets like 9 months ago fighting and shouting to anyone who would listen that we need less police funding? Are we just gonna pretend that didn't happen?"
So the cycle continues. Create a pseudo crisis, blame the other side for allowing it to happen, devise plan to combat said crisis, and shift blame back on the other side for giving support because they're sitting back saying "you made that bed, now you get to lie in it". It's the same thing over and over, and it's sickening.
