It’s only the rest stops they want to stay open. I live in the area and the Chick-Fil-A’s are what the rest stops thrive on (not much else is offered) But one day out of the week ain’t going to kill them.

Its a state law not a federal one and states get a lot of latitude when it comes to saying when a private business can operate. In some states bars have to shut down at 2am for example. Not sure I am aware of one requiring that a business must be open.

I know a place like B&H Photo and Video that closes early on Fridays and is closed on Saturdays. Its website is open 24/7, but don’t expect to get a reply during those days.

No, only restaurants occupying public real estate (rest stops, etc.) So it's basically just like renting space at a mall. They have requirements about when you have to be open in that case too. Any locations NOT renting from public landlords can do whatever the hell they want.
