That $100B is not related to the $300B in "financing" in the memo. It's money held up via sanctions, so if the sanctions are lifted, they would get access to the money.

This is actually quite probable.
With the way almost everything plays out with Trump, things are reported that ultimately end up being wrong.
Could it be a false narrative was leaked to make the actual MOU(that is still probably weak) look better? Or, maybe Trump's circle realizes this is a failure and they back track by sabotaging it internally?
Seems the prudent thing to do is wait until something official is announced...
