I believe that this was the last resort. Put Trumps dirty laundry in front of the entire IC so the leakers and saboteurs can do what they were appointed by Obama to do.

that is not a court ordered surveillance on Trump. This is what we always assumed happened with Flynn.

It's news that incidental collection might have been used as a weapon against the incoming administration.
