FISA doesn't even give the President the power to order surveillance under your hypothetical:

I believe that this was the last resort. Put Trumps dirty laundry in front of the entire IC so the leakers and saboteurs can do what they were appointed by Obama to do.

When you allow intelligence to be shared, you are allowing other agencies to spy....speaking in simple terms.
Signing an EO that allow agency "A" access to collected data is spying.

That's the kicker; I can't get straight. Was this his fall back plan if compromised?
It was designed to get the information out, to sink Flynn, to make it near impossible to trace the leaker and to give a middle finger to Trump on the way out the door. Quite a petty move for such an alleged statesman.
