Some enemy nation or group might provide some nuclear terror weapon to use against Washington DC, should another armed rebellion against the USA arise.
That might even the odds a bit, I should think. Asymmetrical warfare, you see. I don't believe that any future armed rebellion that is organized would try to wage conventional and symmetrical warfare against the USA.
