November 13 vote for La Constitutional Amendments getting close. Just started looking at this now. Any thoughts, comments on the 4 amendments?

-----LRCA Amendment 1 Taxes Amends the Louisiana Constitution to create the State and Local Streamlined Sales and Use Tax Commission
-----LRCA Amendment 2 Taxes Amends the Louisiana Constitution to decrease the maximum rate of individual income tax from 6% to 4.75%
-----LRCA Amendment 3 Taxes Applies a property tax limit of five mills ($5 per $1,000 of assessed value) in levee districts created after 2006 in levee districts where a majority of voters approve the 2021 constitutional amendment
-----LRCA Amendment 4 State budget Increases the amount of funds (from 5% to 10%) that can be redirected to a purpose other than what was originally provided for by law or as stated in the constitution during a projected budget deficit

Holy cow, how dumb would you have to be to vote for that.

I feel like our government has been violating this 5% for a very long time.

I kind of agree with the assessment but this is how the left takes over the government. They don't ignore it. They jump in and take it over while the right is too pissed off to get involved. The right has a responsibility to pay attention and participate if they don't want to be complaining 10 years from now how Louisiana has turned into Oregon.

PAR Guide to the constitutional amendments

I think of this as required reading for these things.

Separately, why the dislike of amendment #1? The business community, particularly small business, seems to be rallying behind that one.

Editorial by small business advocate

Snippet:
quote:

Amendment 1 is a little more complicated, but it also would have a big impact on small businesses that collect and remit sales and use tax.

It would create an agency called the State and Local Streamlined Sales and Use Tax Commission. In practice, it would eliminate a lot of paperwork and make it easier for small businesses and other retailers to collect sales taxes and send the payments to one entity, instead of more than 50.

Right now, we have a patchwork quilt of tax-collection agencies that creates confusion and drives up the cost of doing business in Louisiana.

The State of La has too many of these commissions and agencies who’s original intent always seemed noble. I would be up for approving a new agency but only if we get to eliminate 5 old ones

Each of the proposed Amendments received a super-majority of the votes in the House and Senate.

The most significant proposed Amendments are is the first two. Amendment 1 consolidates our state and local tax systems. Amendment 2 revises state income tax rates and deductions.

The Association of Business and Industry (LABI) very much supports the first two Amendments. The Louisiana Municipal Association was opposed to Amendment 1.

The Public Affairs Research Council (PAR) is an independent and non-partisan organization that publishes a Guide on proposed Constitutional Amendments. Note that the Guide does not advocate voting for or against Amendments, but rather is an educational resource. Here is this year's edition:

PAR Guide to the 2021 Constitutional Amendments

The 2021 Guide will cover the potential impact of the constitutional amendments that the public will consider on the November 13 ballot. This objective review helps you understand the issues and the potential changes, so you may develop your own positions on each proposition. To view the 2021 Guide please visit the links below.

And this kind of stuff shouldn't be handled in the state constitution.

Because I don't actually believe what is in bold below to be true. It never is.

quote:

Are the abolishing these apparently redundant and superfluous other agencies? If so, then I would consider changing my opinion

I still can't wrap my mind around how anyone (outside the legislators themselves) could support this.

Ah, I get it. However while it is creating a state agency, it is eliminating the need for the 63 local collection offices. That is the part that is driving businesses nuts.

I'm torn on 1 due to this.....a lot of small business owners I've talked to are for it. I'm 50/50 on the fence at the moment....need to do more research and talk to more people.

2 is a no brainer really....4 is the most important NO here.
