He is kinda of on a track but the things he stated actually are why nations further from the equator are more developed and have a higher average IQ.
Way back thousands of years ago the harsher climate and lack of easily available food weeded out the weak and left only the strong. In Areas more tropical this did not occur so the weak genes got passed on. This is why nations near the equator struggle, because a large portion of their populations are borderline useless.
