Its an answer that is a real non-answer.
They were approved by the FAA, which just means they had FAA approval for use.
Still going with they were from the HSA or DOD and were doing a grid search for nuclear material as a large scale test of their drone mesh search system.

1. It was a test of a mapping (lidar and topo) network using integrated drones (instead of one). Speed would be the reason; and that speed translates to the battlefield.
2. It was a test of a HALO system for drones. Something like a balloon at high-altitude was releasing them and acting as a data collection point. I.e., there was a mothership but it wasn't on the water and it was the US governments mothership. The ability to release multiple drones from a low-radar signature directly onto the battlefield over and over has obvious utilization.
