I don't know much about this issue at all, but if NOLA issues bonds, is the state somehow required to back them? If not, what's the problem w/ NOLA issuing them?
For clarity's sake, in no way shape or form do I believe NOLA's government is fiscally responsible. I'm just curious about who would get crushed if NOLA defaulted on the debt.

The city is a mess, like it’s always been. It’s also one of the world’s great places. There’s nothing conservative about cheering its demise or failing to value its historical, cultural, and economic importance.
Luckily, there’s reason to be optimistic about the new mayor. Glad they found a rich lady who seems reasonable because it’s a terrible job for so many reasons (hence why it has been filled with such losers in the past).
