Those are two different things.

Congress has the power to regulate federal elections. Pass a bill that requires all votes in federal elections to be counted by noon the day after the election, any votes after that don't count. Do this first as a legislative priority.
I would also add a provision requiring all voting records and tabulations to automatically be public and recorded without any need for lawsuits or discovery. But the first thing is more important.

Sorry, but counting votes 5-6 weeks after an election does not officially wipe away the popular vote in my opinion.
Trump will treat it as a mandate no matter what in his final term.

The Electoral College was put in the Constitution to prevent the very thing the Dems want to do by abolishing it. That is a select few very populous cities and states forcing their will on the rest of the country. The Electoral College requires that a winning candidate has to win support from different regions of the country in order to reach 270.
