I don't think this dude is "flasher" or a perv or anything like that. A real perv would be more covert and would probably limit their "indecent exposure" to a more out of the way location. Most pervs aren't "crazy" and don't want to be caught.
No, I think this dude is just crazy, on serious drugs, or both (crazy people often gravitate to drugs).
The real problem is we shut down all our mental institutions in the early 80's. All that remained were institutions for serious criminals who also fit the legal qualification for insanity. (I am talking long term joints, not your local psych hospital that will keep you a week).
Back in the day, we had institutions for people who weren't hardened criminals but might have been "unfit" to live in society. We need them back. It is already proven beyond a doubt that about 50% of homeless (some say more) have severe mental illnesses. In the past they would have been in long-term facilities which is better for them and everyone else.
