That is really scary.
Get her a defense weapon she’s comfortable using. I suggest Pepper Spray. Discourage her from going out alone. It’s not safe.
Unfortunately, your city is lost to the Mob. It will never be safe for you to live there again. I highly recommend you move. I’d guess property values have plummeted and you will take a huge hit. Remember this when you vote.

This is a good point but you are not considering motivation.
I was watching the Indy 500 one year (think it was the one Danny Sullivan won) and a rabbit got on the track.
That rabbit was jumping EIGHT FEET HIGH to try to get out of there. Then a car hit it and it looked like mist.
That is true, right there, never mentioned it on TV.
In this story she may have had an angle or head start or knew where she was going when they didn't etc.
