How about a group of stalls with toilets floor to ceiling and a communal hand washing area?
The Hard Rock in Biloxi has something similar to this for one of its bathroom areas.

Had a dude come out as a trans woman earlier this year at work. Put locks on the bathrooms and made them all gender neutral and moved on. Cost like $150.
His bitch arse quit about two weeks ago. Locks are off and we’re back to normal. Nobody misses “Jackie.”

Id settle for stall dividers and doors that are floor to ceiling length and communal hand washing. I'm ok with this plan too

You realize government already forces private businesses that serve the public to have specific requirements for bathrooms. It’s called building code.
They should do like most of Europe and have floor to ceiling doors on all the stalls (that don’t have spaces you can look through). It would be incredible easy to retrofit.

You want to make each public bathroom a one holer? That might be an issue in larger places like a football stadium.
