Ah yes, the bastion of live and let live Teddy Rosevelt. Not saying he didn’t do great things and the man was a lot of things but a hypocrite he was not, but he did begin the trampling of the constitution and taking and consolidating power in the executive branch

The sentence structure and grammar are terrible. Otherwise, what's wrong with this statement? We should all want a country that is a good place for all of us to live.

Maybe she encouraged them to write letters on an issue. I doubt 4th graders even understand enough about immigration to write a letter like that.

Yes and no. It's a commonly shortened (or paraphrased) version of a Teddy quote. I could see how they would shorten in for 4th graders.
The actual quote from the speech is:
"This country will not be a permanently good place for any of us to live in unless we make it a reasonably good place for all of us to live in."

I agree and my first post calls out the op for being too sensitive. The sentence is also not inherently political in a vacuum. It’s only political if you view it through politically tinted glasses.

I agree with his statement and it is a good thing to strive for. If you can make your immediate surroundings better, and if everyone works toward that goal, this country would be better

It isn't a question. It's a statement with absolutely no political leanings whatsoever, unless you are incredibly insecure or are willfully participating in the victim game.
It's a sentence for 4th graders to write to practice a skill. It' also a sentiment as old as any of you, especially in the classroom. I bet even Zach learned the golden rule, helping his neighbor, and general decent human ideas as a young lad.

“America is the greatest place to live, and the most welcoming to all law abiding people”
This gets into the whole issue of kids are innocent and see the best in everything until they get told otherwise. 4th graders should believe that America is great. They shouldn’t be seeing “America is not a great place for all” that’s fricking bullshite.
I would have her write back what I stated above. Then if the teacher has ANYTHING negative or controversial comment about it I would escalate.

This statement and the OP statement are not mutually exclusive. You want to teach 10 year olds to grow up to make the world a better place (note the statement didn't even imply a specific course of action). That is not to say that leaders and adults in this country aren't already doing it or trying to do it. It's a lesson for the next generation.
I am raising my kids to be the best version of themselves they can be, and that includes being a net benefit to society. If you aren't, I question you as a parent.
