Every organization starts off with an innovator who is later replaced with a developer who in turn is replaced with a consolidator who is followed by an undertaker. (Hat tip to CW Taylor who did a lot to build early NASA staffing).
If SpaceX was given the 93 billion Nasa is planning to spend to go back to the moon, Musk would have a permanent research station and a resort up there in month's not decades.

Using advanced missile technology from the defense department and Nazi's. They didn't do it from scratch.
That NASA at least took risks. If some of the problems that happened in the 60's (Grissom's capsule sinking, Glenn's heat shield, Apollo 1) happened now, they never would have made it to the moon. NASA would have been paralyzed. It's a completely different organization.

When NASA began to award contracts for Artemis they gave LM Orion. After that and even though LM had expertise at building large, cryo-genic pressure vessels, NASA elected to award Artemis core to Boeing.
This MO of spreading the wealth around is inherently inefficient and de-incentivizes efficiency and innovation.
