I get the impression that it's democrats that don't want him to testify in public but want to spin it to appear as it's Mueller's decision. Once Mueller testifies, it will be time for democrats to either move forward with impeachment or shut up about it. They know this but they want to keep it alive through most of the primaries in an effort to keep all of their candidates from attacking each other

Declass will shred his report. He doesn’t want to be put under oath and then lie to protect the report. Only to be charged with perjury after declass reveals the truth.
