This is government we are talking about, never proactive. This legislation wouldn't be proposed in any other fashion than a reactive sort of response to something that has already occurred.
Again though, I don't think this needs to be a law. If there are some schools where this is an issue with inappropriate material for elementary grade students, then the government needs to just do it's job and replace the people in charge of placing books in libraries. Who are these people and what is their current policy/practice for deciding which books to place in the library? It seems like this sort of thing would be subject to review, is it not? If it's not, maybe that would be needed legislation since some places clearly can't manage a simple task of having a respectable library.

True, but at the same time, it’s a reasonable expectation by parents that the child spaces THE PARENTS ARE PAYING FOR aren’t PAYING TO PROVIDE THE MATERIAL to the students WITHOUT THEIR PARENTS’ KNOWLEDGE OR CONSENT!
So, we’ve gone from “you’re a crazy conspiracy theorist if you think this is happening” to “yeah, but it’s rare and no big deal”, to “yeah, it’s happening and here’s why it’s a good thing…”
NO! Just F$&K NO! It shouldn’t happen EVER! If schools can get sued into oblivion for nebulously paying for a Christian based anything happening on their campus once, why should we tolerate schools purchasing porn to make available to students? It’s not, and only morons who actively want to sexualize children would think it is appropriate.
There is zero chance anything but a small minority of parents would support such a practice, so allowing it to happen is nothing more than stealing taxpayer dollars to purposely subvert the will of those taxpayers.

If you posted pics from some of these “children’s” books in this thread you would be banned.
It’s hilarious that some parents have brought the books to school board meetings and read aloud. They have had their mic cut off while reading.

Because they currently are exempted as part of the exemption for libraries, the same exemption this law is attempting to remove.

The same could be said of public nudity laws. All societies have mores that are enforced by laws. In this case, no one is banning books, they are censoring which books you can expose to students. That is NOT book banning.

There a big difference between “I’m not going to buy you this for free” and “you’re not allowed to buyor possess this”. There’s also a big difference between “you can’t read this” and “this isn’t appropriate for children”.
