They seem to have forgotten the flood of investments coming in to take advantage of no tariffs on domestically produced goods.
Viet Nam dropped their tariffs completely on American products. Evidently, they are angling for some of those factories fleeing China.

It doesn't appear that this policy is about reciprocal tariffs, given that the calculations were done based on trade deficit.
The Swiss government has already come out with a "the frick are you talking about" statement because they haven't had tariffs in over a year: LINK
