It’s kind of ironic anyone acts surprised. The Hasidic communities in NYC and the Mormons in Utah perfected the scheme decades ago.

If you started digging, you might find that some of these Daycare’s were started with grants.

BATON ROUGE — A former Louisiana Department of Education employee pleaded guilty to conspiring to defraud more than $74,000 in federal grant funds by way of a nonexistent childcare provider, Acting United States Attorney Ellison C. Travis said Friday.
Romney Manuel, 51, pleaded guilty to conspiracy to commit wire fraud and now faces up to 30 years in prison and a $1 million fine.
According to prosecutors, Manuel and another person — Demietriek Scott — devised a scheme to receive Louisiana Child Care Assistance Provider grant money from the Louisiana Department of Education between April 2020 and March 2021.

119th Congress: Bipartisan Child Care Legislation in the House and Senate
https://www.ffyf.org/resources/2025/11/bipartisan-child-care-legislation/
Looks like the grift crosses party lines. Go figure.
quote:
Reliable, affordable child care is essential for hardworking families, especially as two-thirds of all children under the age of five need care because all available parents are working. Yet, high costs and limited availability make it difficult for many families to find and afford the care they need. As a result, parents often face tough choices—pausing their careers, taking on debt, or enduring financial strain.
And child care challenges do not only affect families — they have become a leading concern among employers as well, who struggle to recruit and retain workers due to inadequate child care options. This affects daily productivity and costs the national economy billions in lost revenue, earnings, and productivity each year.
Quality child care is both pro-work and pro-family, and Congress plays a key role in addressing these realities to give families a wider range of options to meet their child care needs. Federal programs benefit families in all fifty states and every single Congressional district.
The document below lists a selection of bills that have been proposed by both Democrats and Republicans. These bills are designed to support working families, improve the early learning and care workforce, elevate quality, increase access and affordability, and strengthen existing programs. You can find bipartisan bills from the 118th Congress here.

I have bad news for yall.
You could do this with any agencies relying on federal funding.
Hospice
Home health
Home care
Consumer directed home care (probably one of the ripest for fraud)
Daycares
Hell, there’s probably public schools who aren’t counting truants as absent to keep those fed dollars flowing.

Estimates are that $9 billion has been stolen. Man has 5.8 million people, that’s $1550ish per person. Take this across 50 states…a lot of money. Perhaps Somali natural resources should become our resources…

At this point, it understates the breadth of this massive conspiracy to continue to merely refer to it as a fraud scheme.
Especially since it has emerged that this was partially a Deep State money laundering operation to fund Somali based terrorist organizations.
Indeed, the more that is revealed about the utter depths of this conspiracy, the more it raises suspicions that the Minnesota lawmaker who was assassinated this past June found out something she shouldn’t have known:
Assassinated Minnesota Dem Melissa Hortman had just crossed party lines to cast decisive vote against illegal migrant handouts…

And to top it off: money going to day cares is tax deductible vs. raising your own kids during working hours: nada
Which incentivizes the American public to participate in the day care life
