Actually it's the same thing that is happening here.
The thought is each individual state is more in tune with the issues in it's area.
Because of this the entire country didn't shut down. Certain areas harder hit were shut down.
Other less populous areas were not as hard hit.
We did the exact same thing here, except omb.

Does she realize that Germany did exactly what she's bitching about?
They left the testing and lab work up to each individual German state and cut through multiple layers of red tape and they don't have out of control federal agency like the FDA to deal with.

Germany has a completely different type of government than the United States, but it was people like her who demanded we shut everything down, and isn't this pretty much what we're doing in the US?
