The council's $20 million pledge followed a judge's order in late May identifying the city as the trust's sole recipient. It formed part of a broader deal meant to end the legal feud and advance plans for renovations to Charity Hospital, which has sat vacant since Hurricane Katrina in 2005.

You're probably thinking of the court cases appealing the ending of the trust back in 2014. The court ruled that the trust ended according to Wisner's will. The heirs appealed it and the appellate court sided with the will.
The mayor is saying that the heirs should maintain control of the revenue generated by the trust instead of the city, like Wisner's will decreed.

I don't think that amount is supposed to cover the total cost. I think it's just a settlement to appease Tulane since they are getting cut out of the Wisner Trust.
