Normally I'd agree, but Captian America has always been about fighting racism. Hell, his first appearance in any fashion has him punching the evilest racist of all in Hitler.
Then the falcon comics have strong elements of doubt of Sam upholding the legacy of CA. In the comic even a black man states that America isn't ready for a Black CA.
So much of what they are doing is following a storyline.
