I can somewhat understand keeping a half penny of the temp tax.
I am fine with fully funding healthcare.
I think TOPS needs to be scaled back dramatically, but early June is not the time to do that with kids starting in August. TOPS changes need to happen outside of the budget process and not take effect for maybe 2 years to give HS kids time to adjust.
But... giving Grambling and Southern more money, just to buy the votes of the Black Caucus, is about as disgraceful a move as I have ever seen.
And the increased EITC... all you are doing there is just shoving more of the tax burden on the middle class.

Democrats and former Democrat RINOs. You can thank term limits for that. When they were termed out in the House they simply switched party identification and ran for the Senate. In Louisiana, there always seems to be unintended negative consequences for all good intentions.

I thought I was going to live and die in LA. Started my career and over time became completely disenchanted with the state. Moved to Htown 12 years ago and will never go back.
My brother left for Htown, too, about a year after me. We're both in O&G, but, unfortunately for him, he ended up transferred to Cali. Oops!

Exactly how does raising taxes become something that is good for the "state"?
I don't give one s*** if the state government closes most of it's functions. They are not the "state". They are the state government and are a bunch of politicians and bureaucrats.
The "state" is the taxpaying citizens. Quit trying to screw us to build a welfare state so you can keep your political power. Quit whining about ending TOPS welfare or medicaid reimbursements to billon dollar heath providers or film tax credits to out of state film flam companies and then calling it "running the state in the ground".
Running the state into the ground is the state government continuing to screw me with more taxes and more regulation.

Best plan is to major in something that will get you a good job or profession in Texas, then graduate with good grades and a full TOPS ride from LSU, then get the Hell out of here and start your professional life in Texas.
DO NOT under any circumstances allow some cute little thing to convince you that moving away from her Mommy and Daddy here in Louisiana can't happen. Make it clear that it can and WILL happen and it's a Dealbreaker if she's not on board with that. Repeat -- put your foot down and make that condition a Dealbreaker and stick to your guns. If you lose this first battle with her, you'll never win another, brosef, because you've surrendered already and the people of Texas don't want you 'cause they ain't cheese-eatin surrender monkeys, podnah.

The poor want free food, housing, and healthcare.
The middle class want free tuition (K-12 and higher ed) and low taxes
The rich/corporates want tax credits
Everyone wants welfare, no one wants to pay for it.
The poor don't have anything that can be taxed, and the rich hire lobbyists to ensure that they aren't either.
That leaves the middle class. They have a few things that can be taxed, but not enough of things to buy off the politicians.
Everybody wants their thing, but nobody wants to pay for it.

While I fully agree the film credits need to end, there is no money that can be saved from to aid in the budgets this session is focusing on. That is why they aren't a target. That is why Lance Harris pulled his bill, and others were deferred.
Long term policy decisions are not germane to this session. They are trying to close an immediate gap, and the film program can not generate any immediate savings.

We have had this conversation before, but I don't see TOPS as welfare. It is an alternative higher education funding mechanism. It is basically student vouchers for higher education. Let the money follow the student. It has the benefit of redirecting money from lower performing institutions and directing it toward higher performing institutions (Like LSU, LaTech and ULL).
Continue to be surprised you are against TOPS.

I always find it funny that people who support vouchers tend to hate TOPS the most. I would hapily do away with TOPS if the money were restored to University budgets and tuitions lowered accordingly.
On the other hand I like the idea of university competing for funding.

They should get rid of tops. Its just another handout, adults should pay for their own way or earn scholarships. Main problem in our country is people wanting shite for free. Hell if you join the military they pay for your college.

I made the mistake of not leaving when I was younger. It gets harder with a family. The current plan is to leave when my daughter is done with school. 5 more years.

People have been saying just that for several years now, but that's no excuse. The deal is currently capped at 200 million per year paid out, but the state is actually committed for more.
If they would have cut this welfare thing completely out three years ago it would have made a difference.
