Drive down parts of Burbank and you’ll not only NOT get a turn signal, you will see many without brake lights.

I've lived in several locales within and have travelled all over this great country and I can tell you non-use of turn signals is a national issue.

I've been to other states, but not enough to make a definitive statement as to whether or not this is prevalent elsewhere.
I just know I get annoyed when I sit at a stop sign, coming out of a parking lot, waiting for an oncoming car to pass, only for it to turn into the parking lot I'm coming out of. A simple signal would let me know I can go, but these people hold you hostage with their unwillingness to give a crap.
And that is precisely what I think the problem is. Too many people just don't care. They think it's up to everyone else to figure out what's happening around them, and that they don't have an active responsibility to make their movements known and make the road a safer place.
This is why I don't text and drive, or even talk on the phone in the car. I do not want to be distracted, because I am hyper vigilant about my surroundings. I trust no one on the road.

Put all the problems facing Louisiana in a bucket: ignorance, poverty, attitude, etc.
That explains 80% of our problems. Poor driving is just one of the manifestations of these issues.

In LA?
The speeding buffer is what it is because tickets for certain amounts over the limit (about 1-5MPH) go to the general fund instead of the municipality in question.
This is to prevent shite like ticketing everyone going 1 mile over the limit in order to fund speed trap towns.
Cutting the buffer to 6 risks losing the money to the muni if their calibration is off.

In general, I find that using my turn signals increases the chance that some a-hole will speed up or whip into a spot they want so you don’t get it.

You mean in a parking lot?
Traffic in the Baton Rouge area is bad enough that someone turning is a relief because it gives you an opportunity to get out while they're slowing down. But you miss it without the turn signal.

I think part of it is bad automotive design.
You want the lever to be right there, at your fingertips, so the driver can articulate it, as they turn.
In many vehicles, the stalk is too far back, and so the driver has to reach for the turn signal.

Savings for turn signal light bulb replacements helps them reach their goal of early retirement. Also helps to avoid carpal tunnel syndrome.

The damn tinted windows are a part of the problem. If you can't see the a-hole, they are more arse hole-ish. Ever stop at a four way stop and no one knows when it is their turn, to go, or turn or anything? Can't see the dick head waving at you to "go ahead"?

It’s not about how long you arms are. It’s the length of your fingers. And your ability to manipulate the turn signal while holding the wheel. And I say that as someone with long arms and big hands.
Many modern vehicles require you to remove your hand from the steering wheel, to use the turn signal.
You should be able to hit the turn signal by simply extending your fingers.
In a well designed vehicle, you make it easy and natural to use the turn signal.

What amazes me is the high number of drivers who turn AS they make the turn instead of BEFORE they make the turn.
