Funding for volunteers in each state to evaluate various technologies to collect mileage data on vehicles. Also directs Treasury and Transportation departments to calculate the potential revenue based on this pilot program.
End game is to collect a 'fee' on every mile you or anyone else drives. Ultimate end game is to make it so expensive to drive most folks will have to take public transportation.
Full story here, plus a link to the 2702 page bill itself.
This is the bipartisan effort Senator Cassidy is so proud of.
ETA: Some excerpts, for the doubters:
The government will seek out “volunteers” in all 50 states to test various tools for collecting the miles driven by both commercial and private vehicle operators, which include:
If you want to believe that the democrats are doing this just for shits and grins, go right ahead. What and why they are funding this pilot program is clearly spelled out above.

ETA: Some excerpts, for the doubters:

The objectives of the pilot program are—
(A) to test the design, acceptance, implementation, and financial sustainability of a national motor vehicle per-mile user fee;
(B) to address the need for additional revenue for surface transportation infrastructure and a national motor vehicle per-mile user fee; and
(C) to provide recommendations relating to the adoption and implementation of a national motor vehicle per-mile user fee.
The government will seek out “volunteers” in all 50 states to test various tools for collecting the miles driven by both commercial and private vehicle operators, which include:
quote:
(A) Third-party on-board diagnostic (OBD-II) devices.
(B) Smart phone applications.
(C) Telemetric data collected by automakers.
(D) Motor vehicle data obtained by car insurance companies.
(E) Data from the States that received a grant under section 6020 of the FAST Act (23 U.S.C. 503 note; Public Law 114–94) (as in effect on the day before the date of enactment of this Act).
(F) Motor vehicle data obtained from fueling stations.
(G) Any other method that the Secretary considers appropriate.
Each volunteer will be allowed to select the tool used to collect the data, according to the bill.
If you want to believe that the democrats are doing this just for shits and grins, go right ahead. What and why they are funding this pilot program is clearly spelled out above.

I'll tax your seat

I'll tax the heat
(If you take a walk)
I'll tax your feet

Any time a bill is more than a single page, the American tax payer is getting raped.

What is Louisiana getting out of this?
I can hate it a little less if I know that the bayou state is getting a shite load of needed cash.

If they are volunteers the funding should be pretty low, paper and pen only.

Been seeing a $5.8 billion number thrown around.
Which seems small considering it’s over $1 trillion dollars in total.

It will use the dept of education model, 4 Administrators, 2 supervisors, a marketing specialist for employee adverts, an |HR rep for interviews, and a HR minority supervisor to oversee hiring, as well as a trainer for each volunteer.

I drive 5 miles to my office each day. What if I leave my truck running in the parking lot all day?

see my edit - this would apply to any motor vehicle on the road, regardless of motive power source.

For now. Motorcycles have odometers, burn fuel and operate on public roads. It's simply a matter of time.

Actually the goal here is to figure an effective way to make EV owners pay their fair share of highway funding since they don’t pay gas taxes.
