With what we know so far - vantage point of the shooter, weapon used, etc. - what level of skill is required to do that with one shot?
Would it require any special training, or could an average hunter pull it off?

Saying college age, so I think you’re not far off.

Hoping the shooter had his phone with him. they can track every step. you know, like the J6 visitors.

150 gr. 30-06 sighted in at 100 yards drops 1.625" at 200 yards. Aim at the base of the skull and bullet hits pretty close to the spot it appears in the video and will create an exit wound similar to the video.

A trained shooter would not have missed so badly. No trained shooter is aiming for the neck. They are aiming for the head or chest. At 200 yards from a prone position shooting at a stationary target, a trained shooter isn't missing by 6+ inches.

He was shot in the chest but the bullet ricocheted and hit his neck

I don't know. I tend to think it was an amateur who was aiming center mass and pulled it high and right and just got lucky.

At 200 yards with a 30 caliber rifle, and if the shooter was aiming for the chest (and the neck shot was a deflection, as I've heard), that's a shot pretty much any hunter could make.
My daughers were hitting silhouettes center mass at 200 yards with a 7mm by the time they were 12.

They have video of him from when he got to campus, walked up stairways, and ran away. I doubt he makes it to Friday.
