Hunt operated in Iraq for years and still does albeit in the Kurdistan region of Northern Iraq. It is dependent on unreliable countries to export.
What most don't understand is that the operating oil company is not the only one invested in a field. There are minority investors and maybe even a majority investor whose name is not the operator of the field. Risk is always spread. They also float SEC compliant securities for a number of investors to finance the project/field. Risk is spread and spread and spread.

But the comity and respect is supposed to be safeguarded by the checks and balances, if it isn't something unpopular and unworthy.
We've lost that, it's just overturn everything the previous administration did...

I openly admit that I know nothing about this subject but I've read somewhere that it would take up to $60B and a full decade to get Venezuela back to producing what they were producing before Chaez came to power.
I'm not sure you're going to find a lot of takers willing to invest that much in order to go into a VERY risky endeavor that's going to take that long to come to fruition.

It’s not like one company has to foot that whole bill and it’s not like all of it needs to be reworked.
I figure they could start on things that don’t need as much work or things that would be more profitable.
As others have said, with the price of oil where it is and right Capex budgets in the near term, it’s going to happen quickly.

Telegram, the messaging app co-founded by Pavel Durov, is facing challenges due to its financial exposure in Russia, Bloomberg reported on January 6.
According to a Bloomberg report, $500 million in Telegram bonds were frozen in Russia’s central securities depository as a result of Western sanctions imposed after the invasion of Ukraine.

Correct, cash flow matters.
A deceased attorney, Harry Carter, originally practicing in New Orleans, who was involved in oil/gas deals told me how those investments in the Gulf of America work. A company gets a lease, with partners. Then they float and Security to investment banks. They don't use their own money but an investment fund spread widely among investment bankers. It's not like Chevron, or Exxon, or Shell actually ponies up $2 billion to fund start production for a 50,000 BPD offshore oilfield. That also takes several years before anything flows. There are also many oil companies you never heard of which take a small interest in a field. This also happens on major onshote field development.
