The EU, UK, and US have imposed a series of sanctions on Russia over its war against Ukraine, including new US measures introduced on Thursday targeting Russia's two largest oil producers – Lukoil and Rosneft.
As reported by Reuters on Thursday, Indian refineries are preparing to sharply cut Russian oil imports to comply with the new US sanctions, which may help clear a key hurdle in trade talks with Washington.
Last week, Reliance – India's largest buyer of Russian oil – stated that it would comply with sanctions while maintaining relationships with current suppliers. Reuters also reported that the company plans to stop importing oil from Rosneft. "We have not placed orders yet for fresh cargoes and have cancelled some that were booked from traders with links to the sanctioned entities," one source said.
"We need to ensure that our purchases are not linked to sanctioned entities as banks will not facilitate payments," another source added. A separate source noted that their company is waiting to see whether it can receive shipments from non-sanctioned traders or structures.
According to the International Energy Agency (IEA), India accounted for 40% of Russia's total oil exports.
Background:
The US has imposed sanctions on Russia's largest oil firms, Rosneft and Lukoil, as well as their subsidiaries.
On the morning of 23 October, the European Union formally approved its 19th package of sanctions against Russia.
Indian company Reliance Industries Ltd. has purchased millions of barrels of crude from the Middle East and the US after the US sanctioned Rosneft and Lukoil.

Russia making some progress in the Pokrovsk sector, and Kupiansk looks to be mostly under control. Ukraine seems to be taking back some areas in the South and making slight advances North of Myrnohad. The big question now is when will Russia troops start moving into Lyman. If it falls it will open up the path to Sloviansk. One of the last major cities still in Ukrainian hands in the region.

Last week, STT reported that the Finnish oil refiner Neste suspended the supply of fuel to Teboil refueling against the backdrop of sanctions imposed against Lukoil.
At the same time, the Central Bank of Finland said that credit institutions risk falling under restrictions due to interaction with Teboil. “Anyone who cooperates with such a company [which is blacklisted by the United States] is at great risk of being sanctioned,” said Päivy Heikkinen, head of payment systems at the Bank of Finland. According to Helsingin Sanomat, gasoline at Teboilin in Finland may end within a few days.

20 years ago, Lukoil had a terminal near NYC and its stations or in the NE US. They had approached the owner of the former Mississippi Ethanol plant on the south side of the refinery in Belle Chasse to build a terminal there to receive gasoline and diesel.
The attempt to restart the ethanol plant went bankrupt a few years later. I can tell stories about that, and I personally was screwed out of profit when I bid for some spiral exchangers there. The owners threw more stuff into it for someone else that I was unaware of. It was debtor in possession bankruptcy. It was the site of the demonstration of Kevin Costner's crappy flimsy centrifuges for the BP Macondo oil spill. Costner made millions selling a few dozen to BP to shut him up. Last I heard they were still sitting in crates in a warehouse in Houma. Then again it's Plaquemines Parish so you MUST expect corruption is involved.
