Over a decade ago, US oil companies and oilfield service companies were kicked out of Venezuela to give that business to Russia's Rossneft. Plus all of the military aide from Cuba which still is a Russian proxy.
This didn't start after Feb 2022.

There is a long history there of course.
But they are just now sending weapons and mercenaries. Its pretty clear that is in response to recent happenings re:Venezuela as a response to our Ukraine policy.

US President Donald Trump said Monday the announcement by his Russian counterpart Vladimir Putin of a nuclear-powered cruise missile test was not “appropriate.”
“He ought to get the war [in Ukraine] ended. A war that should have taken one week is now soon in its fourth year. That’s what he ought to do instead of testing missiles,” Trump told journalists aboard Air Force One.
Putin on Sunday announced the successful final test of the Burevestnik missile, which he said has “unlimited range.”
Trump had promised to quickly end the Ukraine war upon his return to the White House in January, but talks between Moscow and Kyiv have stalled despite the US president’s mediation efforts.
Russia’s forces are slowly but steadily gaining ground in Ukraine, grinding through Kyiv’s defenses in costly battles.

Sending weapons to Venezuela is nothing new for Russia. Mercs might be new but they damned sure sent advisors at least a decade ago. Cuban troops sent during Chavez, so basically Russian

The last confirmed deliveries of any weapons were around 2014. Russia deployed some bombers over there in 2018, but that was their own deployment and not giving or selling any weapons

Romania’s state secretary for energy, Cristian Bu?oi, told POLITICO that Lukoil will now have “an obligation” to sell its south-central Petrotel refinery before next month’s deadline. “We would be happy not to have Lukoil anymore,” he added.
The Dutch government, too, now sees a quick sale of Lukoil’s stake in its southwestern Zeeland refinery as “the most likely scenario,” according to a person familiar with the matter.
Bulgaria’s eastern Neftochim refinery will also “have to stop operation on Nov. 21” unless it is sold, added Martin Vladimirov, a senior energy analyst at the Sofia-based Center for the Study of Democracy think tank. The Bulgarian energy ministry declined to comment.
“They’ll have to be sold,” echoed the former Lukoil executive.
For the company, it will be “catastrophic,” the person added.

Very interesting CNN article on the new sanctions against Lukoil and Rosneft. The TLDR is that the impact looks significant right now, but that may only be temporary while Indian in Chinese firms look for workarounds. Also this:

In the East they are slowly taking Pokrovsk and have reached the outskirts of Lyman. A lot of pockets are forming in multiple places on the front where Ukrainian troops could be trapped. Ukraine might need to cede these areas in order to pull back and form another strong defensive line.
