Sounds like someone didn't really research what's actually in the agreement. In addition, no one even knows exactly what the effects will be from the measures proposed and they're non-enforcable.

Does not exist.

Congress actually gave Bill Clinton this power and he used it a lot but SCOTUS struck that power down because it was not a enumerated power outlined in the constitution and you can only sign or veto bills or take no action towards them.

This is the sort of crowd that would of seen the Montreal Protocol as a reason to further entrench ourselves with CFC products.

Wrap it up in some sort of nativist bullshite and tell everyone it is the rest of the world that is idiots and the ozone is just fine.
