La Senate Finance committee passes budget; annoyed at JBE

So remember JBE just sent out a wave of letters telling nursing home residents they might get kicked out.
Then the Senate Finance committee "fixes" those cuts (but guts a lot of other stuff).
Commissioner Dardenne comes to the table and says "well these other cuts are terrible, don't pass a budget"
The committee then jumps him. The republicans were more pointed in saying he was wrong, but even the democrats chastised him.
Even Alario, a pretty strong supporter of the governor, took Dardenne to task albeit in a very polite way. But you can tell he was pissed about the governor's approach.

I’m not trolling here either, I’m genuinely curious about Louisiana politics and any break I get from national stuff on here is refreshing

My subjective opinion, BUT I did watch the hearings (they finished about an hour ago).
Bottom line: They feel it's their duty to pass a budget and are not happy with the Guv trying to sink that process (FYI- he thinks they shouldn't pass a budget and should just wait until the special session).
I also think (and this is really my conjecture) that the nursing home eviction warnings went too far.
Regardless, he looks pretty dumb for sending out letters to nursing home residents when two days later the Senate fixes the issue.

Yes, but much worse imho. Nobody sold their football tickets because they thought the season would be cancelled.
Some of these nursing homes and their families are really worried and could make some really poor decisions. Or the stress could be harmful in and of itself. They don't follow the legislature like higher education professionals.
There was even a tweet from AARP that called this a bad move.

So to be clear, the budget is in bad shape. Some revenue is sunsetting so there is a problem. Even the head of the republican house delegation thinks they need more revenue.
So JBE is highlighting the problems of not raising revenue. Whatever, that is part of the salesmanship that is necessary.
But using the power of the health department to do so, crosses a line imho.

i also think it's a weird strategy to have done this when the current version of the (house's) budget has been out for weeks, and a senate finance version was about to come out any day.
maybe they had been counting on senate finance to kill the bill so they would have to go straight to special session, and realized they were probably going to pass something. the nursing home announcement might have been a panicked attempt to cause enough uproar such that senate finance would pussy out and kill it?

A big part of the problem is that there is a huge amount of pork in the budget.
Someone had the numbers of departmental budgets circa 2000 and for this year the other day. They’be ballooned considerably and inflation hasn’t been that much over 18 years.

I think that's about right, and it seems to have had the opposite effect. I think the senators felt they needed to pass a budget, but now they really had to do something to quell the fears that JBE stoked.

That's not really true unless you mean federal funds. Between disaster funding and medicaid dollars (particularly the expansion) federal funds have grown quite a bit. State funding hasn't. I mean, it's gone up but not at some crazy pace.
And true pork in the operating budget was eliminated. (now it's still there to some degree in the capital outlay budget)

Wildlife is most if not all self generated funds (not general fund) from fees and their expenditures track the programs they administer.
Large parts of auditor budget are for auditing the Federal disaster funds through Governors Office of Homeland Security and Emergency Preparedness and other federal programs audited under single audit and State CAFR. The Auditor audits all of state government and oversees local government audits, so as government grow so does it,
