I recently sat in a meeting where a “minority” representative of a required minority district argued that he would not be satisfied unless the district was “51% black”. As it was drawn at that point the district was 48% black and 9% Hispanic giving it a 57% minority representation.

He even threatened to sue and continued to argue that the district had to be 51% black.

Seems to me that by now we should be able to throw all the data in a computer and spit out a map based on population and location that's just pure math.

Straight lines, nothing crazy.

Not as bad as Maryland...but Red State Louisiana does it as well...check out Louisiana's district 2. Make sure you get minorities in Baton Rouge and New Orleans in one district and include minority communities between the two cities to fit. And to make sure it's contiguous, we will include a small sliver of West Baton Rouge Parish.

There should be a simple algorithm that determines the district boundaries with the most equitable distribution of population using only these parameters:
- state boundaries
- natural geological boundaries (major rivers, mountain ranges, natural marine shorelines, etc.)
- existing city boundaries
- existing Interstate or Federal road routes
- one straight line between two most optimum points selected by the algorithm to minimize the summation of all boundary circumferences as determined by the prior 4 constraints.

develop the algorithm and turn it loose every ten years - live with the results.
