I’m not sure everything falls under pardon provisions. Some crimes might be at state level?

Mueller went absolute scorched earth on Manafort not because he was scum but for every single juicy tidbit on Trump he could shake from him and he had nothing to give and Mueller knew that and still kept it up anyway.
Mueller deployed the most despicable gestapo tactics against Manafort who had no history of violence and criminal record.
Manafort poses no threat to civilized society at all, Everyone knows who he is and what's he's done. He will never be able to make an honest living again at his point in life to the level that he would want.
A commutation would allow to stand the conviction and forfeiture of his lavish lifestyle but he would still be free to rebuild his life to a point where he can live a modest life style.

The president has supreme authority to pardon anyone who's committed federal crimes and it is not reviewable at all in the legal system or Congress.
The President's pardon power is absolute.

There, POTUS can't be much help. The Governor of that state would have to issue the pardon as it's state crimes, not federal.
