You don't have to. Unfortunately that's the law, and supported by at least two Supreme Court rulings - it is illegal for states to require prospective voters to provide any form of proof of citizenship to register for federal elections.
Every illegal in this country could register to vote in federal elections without risk of any sort. It's the next step that's problematic - casting a vote that's counted. But if you've got the right kind of social security number, you're gold and voting for president and congress.
