Being for limited government doesn’t mean we want a state of nature where ruthless criminals are allowed to run wild. One of government’s core purposes is to provide law and order. The deterrent and retributive effect of the death penalty is certainly not inconsistent with small government conservatism.

I'm dubious of the deterrent effect and I believe the research supports there is little to no deterrent effect to the deaht penalty.
I would need to revisit the research to confirm this.
