Yeah, I realize that but it doesn't change my point. Watching the clip again he is obviously referring to the effective tax rate, but the general public doesn't understand the concept. Hell, you can tell the OP doesn't understand the concept by the way he titled this thread. We have an existing mechanism to incentivize the things he wants to incentivize. Just expand that and talk about reducing taxes in those terms. Keeps the messaging simpler. That's the point.
