That is true for Medicaid in general, but not for the programs certain states have decided to have for illegals, such as New York and, I think, California.
New York (the state and city) picks up the tab. The only exception is emergency care, but that's true nationwide.
So, this is a terrible example to use.
However, these nuances get lost in the shuffle because Democrats have pushed for healthcare for illegals outside of this shutdown. So they are kinda boxed in.

This is the distinction that the states are making. Even while they tax medical providers which the Federal government than matches those Medicaid provider taxes at rates up to 60% which then provide billions of Federal funds to the states for them to allocate as they see fit (outside of Federal guidelines like those preventing covering illegals).

It is federally funded. The state redirects its healthcare funds to illegals and gets reimbursed on the back end with federal funds.
