Oh, you mean rounding up criminals and illegal aliens, enforcing laws and whatnot- Nah, I'm cool with that for the most part.
You fail to acknowledge this kid had no, or at least no serious, priors.
It's a little harder to Minority Report people before their first crime, whereas rounding up repeat offenders committing more crime is a little easier to track.

The problem with only using counseling and therapy is the therapist can't even see the organ they're trying to treat (the brain)

You don't have to Minority Report them. You just have to discourage them from taking place. Increase the LE presence to the point that they don't commit the crimes in the first place b/c they are pretty sure they'll be caught.
And exactly how is it easier to catch a repeat offender committing a new unrelated crime than it is someone who has never committed a crime?
I don't think the troops are putting ex-convicts on extensive surveillance. If they are without probable cause and a warrant they are violating the Constitution.
And absent that I can't figure how there would be any any advantage in that case.
