I don’t think there is any chance of winning them over for the primary. The opportunities to beat Trump arise outside of the Southeast where he is strongest. It’s all about the delegate count. Trump is beatable in this regard.

Va governors cannot serve consecutive terms.
He beat back a deeply entrenched Democrat machine with a huge advantage in the Fairfax/Loudon counties area.
He’s focused on everyday issues-schools, making government more efficient, and keeping out the woke/CRT insanity.
I have a child who lives in Fairfax County, and the improvement is marked.
I don’t see him trying to polish his foreign policy credentials at the moment, and I think that would be considered his biggest weakness.

Serious question, if someone did that to you, how helpful would you be? Especially since Trump seems to think that he’s owed the nomination.
