No, just the opposite. Using OP's logic, just take the number of dead Iraqis resulting from the Iraq War and extrapolate it based on US population size, so only like 10k of them died.

But in this case the smaller the number the less relevant it is
If half their country died there might be a point. 1000 while a very high number doesn't really make sense to extrapolate in these terms. Why not just be ridiculous and compare it to China or India while we're at it?
