It was the 1700's and into the 1800's. I think it was mostly city people that didn't have dogs would have a squirrel in a cage in the house.
More recently, I guess in the 50's, you could order them from ads in magazines and have a squirrel mailed to you.

They are fun little animals. He stays on my big, screened in, front porch with a doggie door, that he uses to come and go as he pleases. He is getting old now and stays in the hanging backpack he uses to sleep in. He does still freak some people out when he leaps on them unexpectantly.

According to this story (and I am not vouching for it one way or the other), the squirrel bit somebody and a rabies test was ordered.
Make of it what you will, but I rail against outrage porn using incomplete information, regardless of whether I like the story or not.
