I care much less about the part where it's a war crime, and much more about the more we frick with the citizens of Iran and the longer the war goes, the longer we'll be there to help rebuild the country.

Nah. Every major conflict in history involved these type targets. Iran has been lucky we laid off thus far.

What? I will bet the vast majority of countries have done this and still do it to this day. Every country on both the axis and allied side in WW1 and WW2 did it. All the European countries involved in Yugoslavia did it. Japan, South Korea, North Korea, India, Pakistan Iran, Iraq, Vietnam. There are literally too many to list So to believe only Israel and the U.S. have done it is just uninformed or naive.
