If the new leader is someone that is a threat, they will also be removed.

Are we just assuming that we actually are intending to send troops in? Because what he has said publicly contradicts this. They cancelled the 82nd's training I guess, but beyond that and someone "familiar with the matter" saying he wants to send troops, is there any indication he's actually going to?
