Yes that has been the obvious point of all this since the original post. It's why you can't actually prove your claim that the police shut it down due to no permit. Because they didn't. Because they couldn't. Because they were full of shite.

That's literally the reported fact.

The government told them they didn't have the required permits. They began the concert, and before it was over, the government intervened, rightly or wrongly (but certainly legally).

Do you have any reporting that disputes those facts?

Sure, but in many jurisdictions they can't have concerts, which are completely separate from what you posted, without following local/state regulations.
