According to the very much so MORE important document (which is law... not the census), people that are not taxed are not to be counted.
Thus the Indians were not counted.

Lol ok bud. If you want to ignore the “free persons” language and equate Indians to immigrants, go right ahead. The census counts total population based on bodies in households (dwellings).
