There is some erstwhile political zealot in this thing between Palo Alto and Washington DC who is going to have been involved in this fabrication who is going to screw up somehow and spill the beans.

I'm embarrassed for you too that you don't see what the content of the witnesses statement doesn't matter in the context of the original question asked.
If she's making up her story why would she include an eye-witness who is a friend of her attacker, when she can just leave him out?
As far as her decision as to whether to include the witness in her story or not, she anticipates if the witness will be good or bad for her, and then includes him in her story or not, accordingly.
