So what happens when they inflate their budgets to get bigger bonuses?
They already do and Congress approves it. That's why we end up buying shite starting in August until the end of September.

I could see this incentivizing corruption and making government agencies even more dysfunctional. It's a good idea because economic incentives do indeed change people's behavior, but I think the potential unforeseen consequences could make it backfire.

There would be no way to judge this so called surplus. It's not a business with profits. The money comes from taxes.

What are you calling a surplus?

No. It's not.

The government is staffed by people. People are motivated by money. Offer incentives, and there would absolutely less waste.

As it stands, you have created a system whose goal is to spend every single penny allotted to it.

Wrong

They don't give a shite because they fricking entitled. They never really have to worry about not getting a paycheck because of lean times or cash flow problems.

That's not a surplus retard, that means you requested funding, during any number of phased budget planning meetings, that you told higher you could justify spending. That means you are a poor planner or somebody in your organization gave you bad info. It doesn't look good on the commander no matter what though and nobody is getting rewarded.

Give it back to the taxpayers. The people's who's backs supplied the labor that funds the government.

Get my budget set $1 million higher than I actually need. Still spend $500,000 more than I should. Get bonus based on $500,000 "surplus"

The problem is there is no true baseline. No real numbers. In a business, the baseline is set by the market and by profits. The surplus in government is based on what you thought you were going to spend or need. It's bogus.

Actually the base line is your budget form the previous year.

Well yes, because in the government world that means they did a good job operating within their budget. It never accounts if they anything worth a shite with that money.

They don't give a shite because the system rewards seniority, not merit.

People shouldn't get bonuses for doing their job. That includes fat cat ceo's.
