I could see this incentivizing corruption and making government agencies even more dysfunctional. It's a good idea because economic incentives do indeed change people's behavior, but I think the potential unforeseen consequences could make it backfire.

That's not a surplus retard, that means you requested funding, during any number of phased budget planning meetings, that you told higher you could justify spending. That means you are a poor planner or somebody in your organization gave you bad info. It doesn't look good on the commander no matter what though and nobody is getting rewarded.

Get my budget set $1 million higher than I actually need. Still spend $500,000 more than I should. Get bonus based on $500,000 "surplus"
The problem is there is no true baseline. No real numbers. In a business, the baseline is set by the market and by profits. The surplus in government is based on what you thought you were going to spend or need. It's bogus.
