It is an app that is meant to allow you to avoid speed traps, insurance checkpoints and dui checkpoints. If you're driving without insurance or while drunk, it's an app that allows you to avoid getting caught

SCOTUS has actually ruled on this and said the government was at fault for not publishing the information themselves.

They could certainly walk that back but as it stands now precedent leans towards it's legal

There is a bit of particularity in the warning referenced, which is not applicable to this app.
