I could understand PRIORITIZING those with additional criminal records, but you have to arrest all illegal aliens DHS encounters.

There is no political will to do it; it's a logistical impossibility. It's way too expensive and it would disrupt the economy

It's a numbers game. There are too many to attempt to blanket arrest all of them in any reasonably short period of time. So you have to prioritize and go after the actual trouble makers first. Then you hope you can make enough of an impact to where people start to self deport in large numbers. And we're still not punishing employers who knowingly hire illegals. Until that changes we'll still have issues.

Oh I think that immigration enforcement should be carried out It should be done more methodically more strategically instead of the way it was done with uncontrolled, uneven implementation, purely fulfilling a campaign promise

The border has been secured and we do have at least some deportation efforts ongoing
Most of the other issues they've miserably failed on but you have to give them credit for doing a good job on this one

Sure. But you don't raid the beef packing plant full of illegals 1 month before midterms while beef is high as hell, and the ranchers associations for 3 GOP states are begging you to stop taking their help. Which is exactly what's happening

This is very likely the correct answer.
ICE doesn't need to be going yard to yard in Houston burb neighborhoods randomly handcuffing dudes and dudettes mowing yards and checking all their statuses. Prioritize those who have committed crimes against other people.
However, if someone gets pulled over even for something as simple as going 10 miles/hour over the speed limit, and it's found they're in the country illegally...sorry. You go home. Even if you've been a model person this whole time before. You got caught. Off you go.
